MANAGEMENT CONTRACTOR PROJECT MGT (MCPM-AIBEP)

The Indonesian Ministry of National Education Pusat Statistik Pendidikan is undertaking further development of its National Educational Management Information System through a transformation from an annual statistical census to a management and decision support instrument. A number of major changes will be introduced into the system, including the development of district and provincial levels within an integrated national framework, an expanded database to serve a wider range of stakeholders, flexible three layer information systems at each level, replacement of census methods with multimode data linkages with schools (including school SMIS), data warehousing and mining solutions at central level, graduated levels of software and technology, integration of a national GIS, integration with provincial and central websites, and the development of a solid base of local support for system development through a participatory approach to content identification and management integration.
This development will require parallel processes to identify new data requirements, lay down an architecture for the information systems at each level, redesign the database, and assess the hardware and communications infrastructure.
An important feature of the implementation methodology is the participatory approach. In order to ensure strong ownership at district, provincial and central levels, development and support teams will be established at regional levels and inter-MONE groups will be set up for Padati information needs and GIS. The end result will be a system which serves all stakeholders, is largely run by local levels, and is self-supporting within government resources at every level

FIELD IMPLEMENTATION CONSULTANT

Responsibilities, including expected outputs from the assignment
The program coordinator will work with and at Pusat Statistik Pendidikan (PSP). He/she is responsible for :
Supporting PSP staff to develop management skills for the day to day PADATI work plan as directed by BEP/PSP
Supporting the promotion of active coordination between units in the Tim Departemen, consisting of representatives from all directorates/agencies in MONE
Ensuring the capacity of PSP and local KKDik staff to organize and implement series of workshops, training sessions, and meetings at cental, provincial and district levels all over the country
Ensuring the capacity of PSP to network local development teams and maintain information flows and materials updates
Assist the PSP to establish a networking process for provincial and district senior officials
Assist the PSP in developing an effective interface between international and national consultants mobilised for PADATI and collaborating PSP PADATI staff
Support a series of high-level meetings at MONE including preparing materials for Parliamentary briefing as requested by the head of PSP

Qualifications :
The Program Coordinator is expected to have the following qualifications and experience :
A degree from leading university
Experience in a multicultural working environment
Knowledge of ministries, local government working procedures and mechanisms, including a good understanding of its working culture
Experience with programme/project coordination, implementation support, and capacity building relating to inter-unit and inter-agency operations
Demonstrated ability to network with MONE central units. Successful working experience with Balitbang will be considered an advantage
Knowledge of donor agencies working procedures and mechanisms
Mature and able to communicate effectively with various levels
