Responsibilities:
* The consultant will support the Project Coordinator and the MCC Indonesia Secretariat in carrying out her/his functions. The specific responsibilities of the Consultant will include:
- Develop a typology of fund channeling mechanisms that capture key characteristics of MCC Program including constituencies, objectives, and operating modalities;
- Identify the key characteristics of the appropriate fund channeling mechanism, including:
- Administering and governance structure (e.g., steering committees, decision- making bodies, policy/guidance mechanisms, and membership)
- Accountability measures and monitoring and reporting framework and systems, including actual performance against the framework.
- Legal framework and documentation (TOR, MOUs, LOAs, grant agreements, etc.)
- Provide recommendations on how the existing funding instruments/mechanisms best can be adapted and or combined for effective and coordinated resource mobilization in Indonesia, taking into account the MCC rules and procesures;
- Make recommendations regarding the need to establish new tools/guidance notes/procedures;
- Develop standard templates, operational guidelines, as well as handle inquiries by organizational units and other recipients in accordance with the MCC Indonesia guideline;
- Facilitate implementation support for projects supported by the approved grants, and monitor implementation progress.
- Support the Project Coordinator in ensuring overall administrative and the financial management oversight in close coordination with MCC Indonesia/Bappenas;
- Support the monitoring of grant implementation, results and evaluate effectiveness of the MCC Indonesia program, including proposing adjustments if needed. Prepare Quarterly and Annual Progress Reports for the MCC Indonesia Steering Committee.
- Other tasks, as required.
- Reporting Line:
- The Fund Channeling Consultant will report directly to the Project Director MCC Indonesia
Requirements:
- Education: Post-graduate degree in economics, finance, public management or international development. Prior experience in managing trust fund or grant projects dealing with development projects in infrastructure, good governance, healt and education, microfinance or environment issues preferred;
- Experience: Minimum of ten years relevant working experience in the field of international development administration, including in funds management. Knowledge of the legal and regulatory environment governing funds management and fund accountability measures and systems. Knowledge of the funding instruments utilized by the international development community. Proficiency in working with computers and office software packages (MS Word, MS Project, Excel, etc.) is preferable;
- Language Requirements: Fluency in spoken and written English and Bahasa Indonesia;
- Other Qualifications: Good communication and presentation skills.
